Joel Williams
Founder and President, Tread Together
Lifelong Champion of Children's Health
As a longtime member of the Salesmanship Club of Dallas and former Chairman of the Momentus Institute – one of Tread Together’s core partners – Joel developed a deep connection to the organization. He has also served as a Trustee of the Meadows Foundation, where he became closely involved with the Meadows Mental Health Policy Institute.
Professionally, Joel’s career spans law, finance and entrepreneurship, where he has founded and led multiple successful ventures. Across both his professional and civic work, he has consistently focused on building organizations and initiatives that make communities better.
He and his wife, Susan, have three daughters and ten grandchildren – the very generation Tread Together exists to serve.
Tom Luce
Chairman Emeritus, Tread Together
Founder, Meadows Mental Health Policy Institute
Tom Luce is Chairman Emeritus of Tread Together and the founder of the Meadows Institute, one of the leading organizations driving systems-level transformation in mental health care across Texas and the nation. His work has helped shape the very infrastructure Tread Together is designed to scale.
A nationally recognized attorney and founding partner of Hughes & Luce, Tom built a distinguished career in law before dedicating himself to public service and social impact. He has held senior leadership roles at both the state and national level, including serving as Assistant Secretary of Education under President George W. Bush, as well as appointments across the judiciary, education and public policy sectors.
Tom has founded and led numerous organizations focused on improving education, data transparency and public accountability, including Texas 2036 and the National Center for Educational Accountability. Across each effort, his work has been defined by a singular focus: building systems that deliver measurable, lasting results.
Tom holds undergraduate and law degrees from Southern Methodist University and has been recognized with the Linz Award for his enduring civic and humanitarian contributions to Texas. He has been married to his wife, Pam, for more than 60 years. They have three children and seven grandsons.
Linda Perryman Evans
Philanthropic Visionary and Advocate for Texas Children and Families
Linda Perryman Evans is Chairman of Tread Together and one of Texas’s most respected philanthropic leaders, whose career has helped shape the landscape of mental health and community investment across the state.
As President and CEO of The Meadows Foundation for 26 years, Linda oversaw the creation of the Meadows Mental Health Policy Institute in 2013, laying the groundwork for one of the two organizations Tread Together now supports. Her leadership has been instrumental in advancing long-term, systems-focused solutions to complex social challenges.
Throughout her career, Linda has served on numerous national and regional boards focused on philanthropy, mental health and family wellbeing. She is widely recognized for her ability to bring together leaders, ideas and resources to drive meaningful, lasting positive change.
Her work has earned national recognition for philanthropic leadership and community impact, reflecting a lifelong commitment to improving the lives of children and families across Texas.
Andy Keller, PhD
Andy Keller is President and Chief Executive Officer of the Meadows Institute, one of Tread Together’s core partner organizations and a national leader in advancing effective, evidence-based mental health care.
A clinical and community psychologist with more than 25 years of experience, Andy has dedicated his career to improving how mental health care is financed, delivered and sustained at scale. Under his leadership, the Meadows Institute has become a trusted advisor to policymakers and system leaders across healthcare, education and government – helping design and implement solutions that reach millions.
His work is central to the systems-level change Tread Together is built to fuel. By scaling evidence-based programs that work, Andy and his team are helping transform how mental health care is delivered – not just in Texas, but across the country.
Before leading the Meadows Institute, Andy spent 15 years as a managing partner at a national behavioral health consulting firm and began his career working directly within community-based mental health systems – experience that continues to inform his practical, outcomes-driven approach.
